Sustainable Residential Development v Profit-maximising Institutional Investment Opportunity?

An application for a high-rise 1614 unit 100% build-to-rent development of apartments in Drumcondra, Dublin has been submitted to An Bord Pleanála under the Strategic Housing Development process.


Apart from the merits or otherwise of such a development, it very much serves to shine a spotlight on how local authorities, ABP and the government might go about delivering on the huge demand for housing in Ireland in an affordable (for purchasers), sustainable and cost-effective way. Should residential housing be treated differently to other investment-opportunity assets? To what degree is housing a social right? How serious are local authorities about inclusive, integrated, multi-tenure housing developments?


Given the finance required, outsize developments, such as this particular one, are beyond the reach of most Irish developers. They are, however, attractive to profit-maximising overseas institutional investors with deep pockets and operating to a long-term horizon.


There may be a balance to be struck between incentives and restrictions when it comes to increasing our housing stock. Ensuring affordable housing in the places in which it is required may involve input by indigenous development companies, by institutional investors and, directly, by local authorities.
